Right after the gates besides the tourist tower is a huge mansion painted in grey and white and some spots of orange along with the symbol of the Mining Guild on top is where the office of the Director is.
His office is on the last floor and overlooks the mining process, shorter then than the super high tourist tower but the Director had his methods of observing every place. There is a secretary right before his office along with two guards, you need an appointment to meet him...unless you are a captain or the CiC herself.
